Fire Safety Manager
The Fire Safety
Manager Scheme aims to enhance the fire safety standard within buildings. The FSM helps to ensure that the fire safety
standards in the building are maintained at all times.
Through the Fire Safety Manager (FSM), fire safety activities and fire prevention
measures are implemented to promote fire safety awareness among the
building occupants.
Engagement of a FSM will help owners of buildings prevent substantial monetary and
life losses resulting from fires.
The scheme was given wide publicity since 1989
and with the passing of the Fire Safety Act 1993 and the Fire Safety (Fire
Safety Manager) Regulations 1994, it has become mandatory for owners of
designated buildings to appoint FSMs.
Building requiring
FSM
Industrial building which is classified as a high risk
premises, is required to have a Fire Safety Manager. Examples of buildings
that are required to have Fire Safety Managers are, shopping centres,
hotels, office buildings, factories, warehouses, etc. Certain public buildings
such as hospitals are also required to have FSMs. Other high risk premises
are those that are involved in chemical and petrochemical activities.
All commercial and
industrial buildings which have a gross floor area of 5,000 square metres or
more or an occupant load of 1,000 persons or more, are required to have a Fire
Safety Manager.
